This update reconciles the open spec with the agreed fields in the ASTM Standards workgroup. We also removed the Unique ID from the header (of every message) and moved it into the BasicID Message (which now only contains UniqueID and UAV Type).
In the previous revision (0.60.0) we separated the message spec from the transport spec(s).
This revision affects the “message”, “bluetooth” and “wifi” specs.
